The Commissaire à la déontologie policière receives and examines the complaints filed against police officers, wildlife protection officers, special constables, highway controllers and UPAC investigators who may have violated the Code of ethics of Québec police officers.

When receiving and examining the complaints filed against police officers, wildlife protection officers, special constables, highway controllers and UPAC investigators who have allegedly violated the Code of ethics of Québec police officers, the Commissaire performs an independent, impartial and fair civilian oversight of their conduct.

The main services provided by the Commissaire in accordance with the Police Act (R.S.Q., c. P-13.1) are the following :
• Help citizens file complaints;
• Determine, after initial review, the appropriate way to handle complaints;
• Hold conciliation sessions;
• Conduct ethics investigations;
• Issue a reasoned written ruling when a case is to be closed;
• Review, at a complainant’s request, decisions to close a case before an ethics investigation has been completed;
• Summon the respondents to the police ethics committee (ethics tribunal) when there is sufficient evidence of a derogatory act;
• Make appropriate representations before the ethics tribunal and common-law courts;
• Convey to the ethics tribunal the information and observations needed to examine the requests for apology presented to it.

• Conciliations, investigations and ethics tribunal hearings are held in all Québec regions.

• The Commissaire’s offices and our services are adapted to the needs of disabled persons. We attempt, as much as possible, to respect preferences on the choice of a solution appropriate to their disability.
